David Levy represents clients in zoning, land use, energy, environmental and general real estate matters. He Chairs the firm's Real Estate, Municipal Law and Government Affairs practices.

David is a registered lobbyist in the State of Nebraska. In 2014, David successfully concluded a multiyear effort to pass a 20 percent state tax credit for rehabilitation of historic buildings in Nebraska. In 2016, David played a central role in legislation that significantly streamlined the regulatory process for wind and solar energy generation facilities. In 2018, David helped lead an ultimately successful effort to overhaul and improve the tax-increment financing statutes in Nebraska.

David has served as an Adjunct Professor in Land Use Law at the University of San Francisco School of Law and has taught legal writing at Creighton University School of Law. Since 2011, David has been selected by his peers for inclusion in The Best Lawyers in America in the field of Land Use & Zoning Law. He is civically active in Omaha and greater Nebraska, and he serves on numerous boards and committees, frequently in a leadership role.

David is an alumnus of the University of California, Berkeley. He is a native of Lincoln, Nebraska.

Jennifer Taylor – Assistant City Attorney,

Jennifer represents the City of Omaha on matters related to real estate development, land use, zoning, public property and transportation, historic preservation and landmarks, code enforcement, tax increment and bond financing, land banks, drafting state legislation and local ordinances, representation of the Planning Board, Zoning Board of Appeals and other municipal boards, as well as civil and appellate litigation related to real estate, land use and construction matters. She has held her position as Assistant City Attorney since 2014.

Prior to working for the City of Omaha, Jennifer was in private practice where she focused on creditor’s rights, corporate, transactional and real estate matters, including commercial property development, land use, zoning, construction, and public financing, in addition to representation of lending institutions in workouts and asset recovery.

She is a frequent speaker on matters related to commercial real estate and is the author of numerous publications regarding real estate development and land use. She is has volunteered on numerous boards in the Omaha Area including the Nebraska Humane Society, Dundee Memorial Park Neighborhood Association, Omaha Opera Guild and the Omaha Community Playhouse.

Jennifer received a Bachelor of Arts in philosophy from Hamilton College in Clinton, New York and a Juris Doctor from Creighton University.

Todd Engle is a Managing Director and Co-owner of Kuehl Capital. Prior to joining Kuehl Capital, Mr. Engle worked for First National Bank of Omaha where his career included commercial lending, retail banking, treasury management, and portfolio investments. He departed First National for Kuehl Capital as President of First National Capital Markets, a subsidiary of First National of Nebraska. Mr. Engle has been in the banking and securities industry since 1981. Together with Mr. Wood, he manages the daily operating activities, business development and the overall strategic vision of Kuehl Capital. Mr. Engle is the Board President and an Executive Committee Member of the Boys and Girls Clubs of the Midlands. He also serves on the Nebraska Methodist Hospital Foundation Executive Committee as well as Chair of the Audit Committee and former Board Chair.

Joel Dougherty Chief Operating Officer, OneWorld Community Health Centers Inc.

Joel has been employed by OneWorld since 2005 and has been the Chief Operating Officer since 2007. In this role, he is responsible for scheduling, patient intake, financial counseling, medical records, patient support, facilities & security, IT, risk management, the WIC program, and Learning Community Center of South Omaha. Since 2009 Joel has also served as the CEO of Heartland Community Health Network, a separate organization that implements, hosts, and supports electronic health records systems for federally-qualified health centers.
